Day Late, or Dollar Short?

U.S. backs $30 million to build plug-in hybrids | Green Tech - CNET News.com: "The Department of Energy announced a $30 million effort Thursday with Ford, General Motors, and General Electric to bring to market by 2014 plug-in hybrid electric cars that drive 40 miles on a single charge."

Considering that there are pure electric cars that already have this technology and then some (http://www.teslamotors.com/), and that the US has had electric cars on the road that had well over 40 miles per charge since 1996. The GM EV1 had a 160 mile range, and was still pulled off the road. I say that is is very much a day late and a dollar shot.
