David, is she a friend of yours or a blog you picked up reading? She's a professor at the University of Bergen! (I lived in Norway for three years growing up which you may or may not have remembered.)
The bill surely can't be signed into law by virtue of its very patheticness (is that a word?). At least that's what I'll choose to think. Jill has a new reader. Thanks for pointing her out.

Don't underestimate the power of bored Upper Midwest lawmakers. I don't think much of North Dakota, but they do weird things sometimes. Like live there. Maybe the cold, desolate landscape fries their desire to experience other cultures.
